About the Institute

History
Guodian Science and Technology Research Institute (GSTRI), set up on October 22, 2008 was founded on State Power Environmental Protection Research Institute (SPEP) and Safety and Production Technology Service Center of China Guodian Corporation (SPTSC). It is in the charge of the same personnel as SPEP. SPEP established in 1980, the institute directly affiliated to former Ministry of Electric Power  and  State  Power Corporation, is the sole institute in the electric power sector specially engaged in environmental protection. SPEP transformed into the state-owned science and technology intensive enterprise at the end of 2001 and became the wholly-owned enterprise of China Guodian Corporation after the electric power system reform at the end of 2002. SPTSC built up in Novermber, 2007, the technical consultation service unit in the charge of the Operation and Safety Department, undertakes technical services for China Guodian Corporation and its power generating enterprises.

Enterprise scale and main business 
GSTRI offering services in respect of electric power science and relevant fields is engaged in four kinds of services. One is technology service and consultation mainly including safety assessment, environmental protection assessment, energy conservation evaluation, environmental impact assessment, project consultation and ex-post evaluation, equipment commissioning, performance test, environmental equipment check, and technical supervision, training and information service and so on. The second is environmental pollution control such as an overall contract or equipment integration for projects of controlling flue gas, dust, waste water, solid wastes and noise in power plants. The third is science and technology research and development i.e. study, development, promotion and application of new technology and new products. The fourth is industrialization including development, production and sale of high-frequency power supply and CEMS etc. GSTRI owns not only first class equipment in the world for energy saving test and enviornmental protection test but also a few scientific research facilities such as two key laboratories of former State Power Corporation (i.e. the flue gas desulphurization laboratory and the ambient wind tunnel laboratory), the bag filter laboratory for large-scale coal firing, the high-frequency power supply laboratory, the water treatment laboratory (including reclaimed water recycling test devices) and the desulphurization research and development base. 

Organization and human resources
GSTRI is composed of six administration departemnts, nine specilized sub-institutes and centers, one branch institute, one wholly-owned subsidiary, three holding companies, two joint stock companies.   Environmental Protection Special Interest Committee of  Chinese Society for Electric Engineering, Standardization Technical Committee of Electric Power Industry and Energy-saving Environmental Protection Specialty Committee of China Electricity Council are attached to GSTRI. GSTRI hosts the public issued periodical of Electric Power Technology and Environmental Protection. By the end of December, 2010,employees with doctor's degree accounted for 4.9% of all the staffs, those with master's degree and university diploma did separately 32% and over 82% and the number with senior technical title accounted for 31.29%.     

Enterprise qualification
GSTRI owns qualifications as follows: class A of environmental impact assessment,class B of environmental impact assessment for  nuclear power, class A of environmental project design, class A of environmental project consultation,class A of commissioning of power generation projects ,class A of safety assessment consultation and metrology accreditation certificate and class B of environmental project contracting etc.

Technology Research and Development Situation
During the "Eleventh Five-year Plan" period, the Institute undertook twenty-seven significant scientific research projects of all kinds (including one of National 973 Key Sci-tech Project and four of National 863 Program of the Ministry of Science and Technology), obtained twenty-four scientific and technological prizes of all levels and won thirty-four patents. After foundation of GSTRI, the Institute attained important progress in scientific and technological prizes and patents in 2010 including three first prizes of sci-tech progressive awards of China Guodian Corporation, one first prize of provicial sci-tech progressive awards, three second prizes of China electric science and technology and sisteen patents. In July 2010, the State Energy Burau authorized "Research and development (laboratory) center of energy saving and emissions reduction and pollutant control for thermal power generation under national energy sources" which became the first national level research center of the Institute.

Industrialization Development
Nanjing Environmental Equipment Limited Company, registered and established on October 27, 2008, is engaged specially in development, production and sales of such products as high-frequency power supply of ESP and CEMS etc. The high-frequency power supply project was listed in key industrialization projects by National Development and Reform Commission and got fund support of Jiangsu Provicial scientific and technological fruits transformation of 2009. The industrialization base of that project is going to be constructed and put into operation in May 2011 which will produce 2000 sets of devices per year.
